You can access any / all Google services that you subscribe to, with a given email address, from the Sign in link at Google's homepage at www.google.com
To the best of my knowledge, unless things have changed, people may add multiple google services to their account. All selected tools may be accessed from your Dashboard. (see pictures below) If you subscribed to different services at different times, using the same email address, Google will lump them all into one account.
If you no longer have access to your other tools because you can't log in to Google Wallet, go to the Google homepage to sign in.
One problem with Google accounts was that, in the past, if you decided to delete a service that you subscribed to, the result was that your entire Google account associated with that email address was deleted. You no longer had access to your other Google services.
This is no longer the case.
This may have caused a lot of problems when people were notified that Google Wallet was being phased out for purchase of physical goods. If you accessed your other services through the Google Wallet log in page, you couldn't log in.
Google asked merchants and shop owners to remove this checkout option from their stores. Many may have understood this to mean that they should remove Google Wallet from their Google account. Those that did this may have lost access to other Google services.

When retrieving your password, Google will cycle through a set of communication options to help you reset your password.
If you gave them an email address when you set up your account Select Skip and follow the instructions until your chosen preference of communication is displayed. You will eventually see the email address you listed with parts of it xxxxxed out. When you select this, an email will be sent to that address with a password reset link.
